we are honoured with your Lordships commands signified in Mr. Addington's letter of the 18th inst., stating that with reference to our Report of the 18th Augt: respecting certain ordinances and specifically that marked 406 passed by Sir Henry Pottinger, he was directed to transmit to us therewith a letter from the Colonial Office inclosing Copy of a Colonial Ordinance by which was passed by Sir Henry Pottinger; that this Ordinance differs, as we shall perceive by the enclosed Paper attached to it from the previous ordinance 6t4 already observed by us, principally in its being applied to "All Persons within the Colony of Hongkong"
